1) mostly because the people who are stopping them from working on tSierra Mojada aren't going to be going anywhere anytime soon
2) the generally worsening climate for mining companies in Mexico under the current government.

It's a shame, because with both zinc and silver prices high there is a lot of potential value at Sierra Mojada, but under current conditions it's like having some bitcoins for which you've lost the password. You know it's there but you can't get to it.
