Private cities, charter cities etc. generally cities with some degree of autonomy, with more limited rules and either some private entity or some other government running them is an interesting idea, but it doesn't tend to last. They usually don't even really get started with the local government either not giving permission or changing their mind before the project can even get roiling. The closest to it that did last is maybe something like Hong Kong, but that was for more of its history as something other than a Chinese city, just a colonial enclave and then as part of China but with some real level of autonomy it apparently lasted only a couple of decades (out of 50 which it was supposed to last).

Still worth a shot.
