Pure speculation on my part:

The data HC wants from manufacturers, they likely do not have. That data would be impact on human lungs, Now I quite realize that ZEN can say they stuffed a mouse with mega doses. But unfortunately that does not cut the mustard.
An example? There is not a mouse on the planet that cannot be cured of ANY cancer found in humans. They even went so far to breed mice so their similarities to human organs was as close as they could get.
Mice are a beacon for progression, not one that indicates all is well. That is to say if your "drug" kills a mouse odds are you better go back to the drawing board!
So, as the ZEN board on SI flips between Graphene and GO which amusingly ZEN purchased and did not come from Albany, no matter what the Thunderbay paper says, mice just don't get you to the finish line.

Its not impossible, but I would be surprised if HC just flips through pages of nothing as Steakhouse suggests, and pretends they are in deep thought to then come out with a conclusion of "all is well". Why? Pretty easy, someone dies, its on them, and if it is found they treated this flippantly and had no data to support usage, they are toast in the courts. There is no easy out when it comes to HC. They are there own worst enemy, they require more data than they are intellectually equipped to assess but, that does not stop them from demanding it and demanding it!
