BI AGENTS ARREST AMERICAN SCAMMER By ROMMEL C. LONTAYAO May 21, 2011 IMMIGRATION operatives have arrested an American fugitive wanted in Brazil for allegedly defrauding investors of millions of dollars in a stock investment scam. The Bureau of Immigration (BI) announced on Friday that it is set to deport William Preston Strong, 54, who is now detained at the BI jail in Bicutan following his arrest. BI’s travel records show Strong arrived in the Philippines on Nov. 28 last year and was admitted as a tourist. Strong was arrested by elements of the BI Interpol unit in a Boracay resort in Malay, Aklan on the strength of a mission order issued by BI Commissioner Ricardo David Jr.
