So, yours is a plan to impose taxes to prevent people from travelling... ? Exit taxes aren't actually a recent innovation ? It's in large part why the dark ages were sustained for as long as the feudal system was able to extract them... ? Income taxes, too... are just a variant of exit taxes... takings timed to the harvest... the exit from the season... Again, I'm not quibbling with the idea, or the NEED, for simplification... But I don't think there's an overly rational connection to the idea of it being optimal to have taxes being levied as money crosses borders... A better idea might be to start by requiring most users to pay for government services directly... A system that inherently limits the tendency to bloat... seems the only way to limit bloat...
