The difficulty is in reform that it is focused on too narrow a base... police violating citizens rights mostly affects those directly involved...the effects of violations not extending to the general population in most instances.

The more interesting recent instance... is that in the egregious misbehavior with broad public impact in the case of systemic corruption in ERCOT... causing the deadly result in the outcome of Texas being without power in the deep freeze this winter.

Following changes there... shows the Texas House is unwilling to act... instead punting to the courts... which, if and when they ever decide "who pays" will absolve the legislature of having the responsibility of deciding, if not the responsibility for paying...

In the first lawsuit to make it to the Texas Supreme Court, ERCOT tried to claim sovereign immunity... but, before the Supremes could hear the case, the judge in the original case that was being appeal... ruled on the case by dismissing it... mooting the appeal.

Now, there's a new case... which involves ERCOT's insurance company... rather begging the question, "if you have sovereign immunity, why did you buy insurance ?"

As in so many things... the abuse of privileges and immunities should be expected to result in resistance.

And, if and when it succeeds, the cost will still be borne by the public... in the costs of paying for insuring against that which is made more likely because of the government's mismanagement...
