I have no idea what Biden's policy re "China" is... whatever "China" is...

But his policy wrt the CCP makes perfect sense to me.

Xi's CCP, lacking the vision required, is squandering its opportunities... focusing on personal legacies defined in terms of re-writing histories that cannot be rewritten, and in result losing its future.

Xi is hardly the only one following that path, now... whch clearly includes also both Putin and Erdogan...

A difference, in that China will clearly outlast Xi... it not being at all clear that will be true of Russia or Turkey.

None of that has anything to do with others policies in reacting to them... it is all and only about poor choices made in addressing ones opportunities... without understanding them.

Russia and China, at least, are better off, still, today... than they were in 1974...
