Should overarching / primary aim be to engage in and enlarge trade and commerce, that which requires healthy and happy customers buying and selling more and more stuff, then connectivity must be more inclusive, and less developed domains long ignored must be engaged and connected with. Overarching goal admirable, and should be achievable.
When primary aim be to simply remaining as top-dogs, playing differently at twilight of ebbing power, and given limits of imagination and ineffectual leadership and rule-making, then must play differently by necessities given degrees of irrelevancies, and so resorting to keep others down, trip them up, and such. Shall likely fail.
