I assume that you're refering to Japan. Anyway it's difficult to talk in generalities. There are alternatives to imposing blanket tariffs to all goods from a nation. Take the Japanese dumping of DRAM's in the world market during the early ninties. US DRAM manufacturers went to the government to complain. Negotiations got them to stop the practice and I believe punative damages were paid to the US DRAM makers.

We, being the primary market for Japan's goods, have leverage to correct unfair trade practices. Japan, on the other hand, being the financers of our national debt, has leverage of its own. Given that, I believe that Dole is the best Republican choice as he is committed to reducing our national debt. This would lower the cost of capital and tremendously improve the business climate. Look what 1/4 point cuts in the Fed's rate does to Wall Street. Forbes would also be a good choice but, after last night, I think he's done for.
