There have been so many small US regional banks that have been great buys over the years and esp the last year.

You obviously have no clue about this:

Bank merger-and-acquisition activity is starting to accelerate, with 13 deals announced in March after only five a month earlier, according to data compiled by S&P Global Market Intelligence. There were 10 more deals announced in the first three weeks of April.
Take a look at the 200 day chart for the following regional banks:

ALBY
CVCY
CZBS
FCCT
FHLB
FUNC
MFBP
UNTN

I own shares in all the above. UNTN represents the greatest VALUE among them with their 30% discount of price-to-book. In business since 1934, with 3 branches and the most depositors of any bank in their area. Additionally Tennessee was one of the TOP INBOUND STATES OF 2020

Buying back shares (would not surprise me if they take the bank private) and paying a respectable dividend.
