The quickest way to raise the poverty level is to put the employers out of work, cuz then they are also impoverished. The quickest way to decrease the poverty rate, which is what you meant to say, is by doing what we has been doing; handing out money to people (Yangbucks), and tinkering with the tax code. We apparently just cut the childhood poverty rate in half in the covid bill.
