Yeah, this is weird. I'm not clear on it. Perhaps they will use that money to go after private charities with Republican leadership. If they wanted to apply some amount of money to getting the IT situation resolved, I'd be supportive. But this nebulous allocation just sounds like attacks on political targets. All this stuff sounds too much like an Obama wish list to me.
