Cali spends around $174 per person. Montana (very red) spends $225 while Alaska (also very red) spends $316 per person.
Montana and Alaska also have much lower taxes than California. They didn't need to pass a "millionaire tax" to fund mental health like California did back in 2004.

My question still stands. Where is that money going? After all, California is supposedly a very rich state, and us residents are supposedly more than happy to pay the "sunshine" tax.
