AMD E2-1800 APU is a processor that came on the market about 2012 and was used in "netbook" computers, etc. Two cores with two threads, running at 1.7 GHz. So, that's going to limit the performance but could still be usable.

Memory is DDR3 @ 1333 MHz, and you should be able to use them in the following configurations:

1 x 4GB for 4GB total
2 x 4GB for 8GB total
1 x 8GB for 8GB total
2 x 8GB for 16GB total

It was not usual to find these computers with an 8GB maximum. I doubt 16GB is going to help vs 8GB. It should run comfortably with 8GB so your best bet is likely 2 x 4GB. You can probably get this on Amazon but a lot of times older chips are more expensive than newer ones. If you have a local computer store I'd call them and ask if they have a piece of 4GB 1333 laying around and see what they'd take for it.

It is possible that FASTER DDR3 will work (e.g., DDR3-1666MHz) but you can't count on that. Slower will not work.

You didn't mention the operating system, but some of these had Windows XP or Windows 7 on them, those will run comfortably in 4GB but better with 8. 16 would be a waste IMO.

Finally, if there is a hard drive involved and it is failing, that could be the source of the performance issues. This is an old machine and it is never going to be insanely fast but I would focus on the memory situation.
