The entire point of partisan observers is that once the ballot has been processed, there is never a way to catch the thief. If a fraud occurred, it cannot be determined.

The fundamental failure in our system is that if it is POSSIBLE for a fraudulent vote to occur, the only stopgap is the partisan observer. Any ballot that is processed (about a 15 second activity) without partisan observer's agreement, cannot be challenged.

Hence, those ballots should be all rights be thrown out. Period. End of story.

IF someone is to be disenfranchised, it should be the cheater.
