If you look at the number of filibusters, they have been ratcheting up every time the Democrats have gotten control of the Senate starting with Clinton. The Democrats have done some, remember the Gang of 14 and the Bush judicial nominees?, but nowhere nearly on the same scale or breadth as the Republicans have done.

Here is the thing, it hasn't cost the Republicans anything and they have won some notable victories. So why wouldn't they do it some more?
