They'll install meter/monitor to make sure you are complying with the usage/re-cycle rules. The reuse info will be beamed to Mars then routed to the domino machines on earth. Violators will be persecuted, fined and/or prisoned without usage of water. Bill gates and the likes would like it to save the environment.
