Unlike Appleton I have no objection to 'helping thy neighbor', but I do demand no undue risk. Most of SEA has major problems, one of which is there is almost no way for a foreign company (or even a local company) to collect money from a debtor. Period. Jess may have some comments on this inre Peregrine (sp?). On a side note, there are only two industries that I can think of where the manufacturer loans money to the purchaser:

1) Satellites - but satellites are built either for large western companies (with a few exceptions in Hong Kong and Japan), or they are national assets. Either way they are reliably backed by collateral.

2) Telecom infrastructure - but again these are normally installed by large western companies or they are national assets.

When dealing with companies in developing nations I would think it pretty obvious that COD is the only acceptable answer. Maybe, if it was the only way your company could stay afloat, it might be worth the risk, but it is a pretty good bet that the semi equ manufacturers will get sufficient orders this year to make a profit (not just stay afloat), and that other countries (Taiwan, Singapore, Europe, ...) will take up the slack early next year.
