Crows attack owls. It's an old crow hunting trick. Put an owl decoy out and wait. Crows will swoop in to attack it then shoot like crazy. Bluejays will follow them around telling on them. Most other birds only harass them if they're attacking or too close to a nest. FWIW - Crows regularly attack my hawks too. Crows are more nimble and attack in numbers.
