Quant View: Dogs at the Top of Their Jump?

Technology stock charts look great. Down substantially from their highs, the stocks have levitated off a two-month base. My suspicion, however, is that many of these stocks are dogs at the top of their jump, and I feel they are better shorts than longs.

Intel (INTC:Nasdaq) is a good example. The chip maker's recent rally has cheered the bulls, but earnings estimates have continued to deteriorate. Problems such as lower selling points for personal computers and slowing growth in world economies should continue to pressure margins.
