Keystone moves oil from Canada to Texas, where it's refined and sold all over the world. Congress tried to force refiners to keep it in the US, but that's not how it works. Orders are placed with refineries and they're filled. NO one knows where each drop came from or where it's going. So the precious oil from Keystone can just as easily end up in China as it can end up in South Africa, South America, Japan, the US, or other countries.
