My guess would be that Elon has realized substantive risks exist, tied to his penchant for opinionating... as the SEC might not always be suppine, if the winds change, etc. Looks to me like a strategy intended to desensitize the markets to his opinions... to reduce liability risks... and provide proofs of no manipulative intent...
