My understanding is that a "swing state" is one that is important in national elections because the split between D and R voting is very close and could "swing" either way. That's not even a close fit for Vermont. New Hampshire is closer to a swing state, but would meet the exact same definition you proffer.

Vermont's not a swing state, in my book. It's extremely liberal, but often puts an R in the governors office due the the non-adult progressives who dominate the legislature and propose ridiculous bills on a regular basis. Huge tax burden on residents. Virtually no commerce. Few wealthy people choose primary residence there due to the burden. Cost of living is high, unemployment is one of the lowest in the country and there is a huge load of unfilled jobs.
