"Comcast, said that they do not have any plans to broadcast over the VBI. "
Len,
Interesting comment, doesn't Microsoft own this cable company?
Do you mean they won't be inserting the PBS data feed, or that they won't be originating their own content?

Note: there is some data (besides closed captioning) that the cable companies can't strip...

"TV Cross-over links" is a method pioneered by WebTV to imbed URLs into a tv broadcast -- it's been accepted as a standard.

The TV producer inserts an encoded web URL into VBI Line 21 Closed Captioning Text field 2. (it's also used to send the V-chip program advisories)

The URL points to a web page that relates to the programming on the screen at that time. When a tuner card/software detects it an (i) icon will display on the TV screen. You click on the icon to fetch the related website.

Microsoft has produced some interactive content that will premier in some episodes of Bay Watch to be broadcast in May. (I assume with the official release of Win 98)
