Question on a home network - pc - cell phone application, curious if anyone knows of a solution.

Mom makes food in the kitchen. Kids play video games in a room upstairs, often with headphones on which render them unable to hear others speaking.

Is there any type of app that could sit on Mom's cell phone, and when she wants the kids to come downstairs to eat, she presses some buttons on her phone, and it prompts a message to appear on their gaming PC screen "Come downstairs"?

Suggestions!!??
