I can assure you it more than mitigates the problem.

That's the problem with compensation and reparation and all that. It's like looking for your keys under the street lamp because that's the only place you could see them well enough were they there. There's no way to trace back to calculate what everybody is owed. So you're left to do something clumsy or do nothing. So much better to not have screwed them in the first place.
