What we really need for risk assessment is some numbers on the hospitalization and death rate of people that have already been infected or vaccinated. A fraction of people may be infected by covid or vaccinated, a fraction of those people may be at risk from covid, a fraction of those people might be reinfected or infected post vaccination, and a fraction of those people may be at risk from that reinfection. So depending on the virulence of the new variants, we may be talking about a fraction of fraction of a fraction, etc...
