Paul; Hiring/not hiring those engineers was not influenced by that as they anticipated those problems being solved by that time. They should have fired some and hired some others. However I suspect them that are good at this tech are rare and tied up in contracts with non competes for a year or more.
As usual the quality of the troops is determined by the quality of the leader, and AMD lacks top end leadership sufficient to progress apace.
