Actually Y2K compliance is typically a software problem. For example old COBOL programs (running on the mainframes you mentioned) often coded the year as two digits (1998 --> 98). The math used in the program often didn't handle negative results (indicating post-2000 years). The bad things happening from this cover a broad spectrum. In fact I think SI has a Y2K thread where companies jockeying for $$ to solve this are discussed.
