Using VMware, now have W10 Fall 2020 (20H2) running as a virtual machine and have Paint Shop Pro 9 installed on it. Also turned off the internet adapter on the VM so windows can't update that edition and it's frozen in time.

Basically, I'm using the W10 VM install as a safety-net for software if there are problems with Win Updates.
