They were not quickly replaced. It took about two years to get to 75% strength.

We used first line supervisors (not union) to supplement staffing. Most of them came from low activity airports.

The airlines agreed to reduce flights; mostly at lower activity commercial fields.

The FAA constrained, ie. controlled the flight schedules.

Reagan did the unexpected. The controllers were warned several times not to "strike". They counted upon the media to carry their water much like they currently do for Biden etc. They also were sure Carter would win as he promised to meet their demands.

It was both sad and good. Federal employees learned that "shall not strike" had meaning with the federal government. Sadly we lost the expertise of many, many highly skilled professional controllers.

They just drank the kool-aid of the PATCO union bosses.
