There are actually two distinct phases to China’s response. The first was beyond inept. The much vaunted, very expensive instant-direct-info-to-the-grand-fromages in Beijing to make up for the SARS failures was an utter flop. A complete failure lasting about a month or more during which, naturally, COVID-19 propagated. Lies, bureaucracy, politics, etc., made mincemeat out of that early warning system The second phase was handled competently, better than the rest of the world. It is one benefit of living in a tyrannical state. Do as you’re told, or else. The first phase screwed the world because it included propaganda denying person-to-person transmissibility.
