Yes, there will be some substitution at current and higher prices. But copper is an element, so switching means using aluminum or something else with different properties. Aluminum has only 61% of copper’s conductivity. OK, just use more cheap aluminum. Now your motor is much bigger. So the motor and the space it fits in the EV need to be re-engineered.

If copper is only a small fraction of the finished product’s price, manufacturers will just pay the higher price. Same, if the switching cost is too high.
