The first technician has quoted us $7,800 for installation, not including permits (whatever they may be) and also not including what he says is a necessary upgrade of the electrical system which will allow it to handle the increased capacity required of the AC system.

I don't know if that's reasonable or not, but I'm now leaning toward not putting one in. We live in a relatively cool area of the San Francisco Bay Area, and might only need the AC for 1-2 months per year, or perhaps an hour or two per day upstairs, if that. It's not hot and humid here. We're used to the Philippines which is ..... hot and humid, perhaps moreso than Houston.

Putting in the AC was the home owner's idea, but I'm leaning against it now.
