The vapor lock on the fuel tank is not sealed well. On Toyotas the area the cap screws onto often rusts, and that creates a bad seal that can't be overcome with a new gas cap. I actually have a whole fuel filler line on hand I've yet to install that should take care of that. It's why the check engine light has been on for a while. Maybe that's what's been doing it.
