Freud called it projection: The ignoble nature of a person's motivation is such that he refuses to face it, but he is so disturbed by it he has to talk about it.
And thus the only way that's possible is to talk about how the same ignoble motivation is found in some other people: (eg.) Jews, Republicans, blacks.
