I think there is also a large “positive” aspect - an impulse to build, to expand, to…. make the world a better place, to be successful. Life's energy.
I thought about this on and off all day, my first instinct was to go with that observation being a good example of 'there's good and bad in everything' and I haven't entirely given up on that thought.

Then I thought about the 'seen and unseen' possibilities. The successful exercise of power could achieve what could be thought of as a laudable goal and still be a net negative. Hard to tell if nobody looks at the cost. You have to break a few eggs to make an omelet never cites the cost of eggs.

Crime and Punishment came to mind more than once.
