| | MILLER PROJECT OFFICIALLY DENIED BY CPTAQ
The CPTAQ calls Canada Carbon to order and denies it the right to operate a mine and a quarry in Grenville-sur-la-Rouge, July 22, 2021.
In a 34-page decision, the Commission de Protection du Territoire Agricole du Québec (CPTAQ) denies Canada Carbon (CCB) permission to operate a quarry and a mine on the territory of Grenville-sur-la-Rouge (GSLR), and only allows exploration activities, for a period of 2 years, under certain conditions.
“The commission considers that at the time of issuing its decision, it did not have all the information enabling the project to be assessed in its current state. In this regard, CCB failed in its duty and obligations to its shareholders and the CPTAQ, omitting facts that the municipality's experts and citizens presented. In their decision, the CPTAQ stresses that CCB "does not have the right to provide an incomplete file" and "that the imprecise and incomplete aspect of the request does not allow it to assess the impact".
The CPTAQ recognizes and takes note of the existence of the maple forest of Mr. St-Pierre, recalling that a maple forest is "a forest stand conducive to the production of maple syrup with a minimum area of ??four hectares", without it being necessarily in operation.
The CPTAQ underlines the points raised by the experts of the municipality, and notes that "the risks related to the establishment of a sugar bush (...) will have to be better documented to respond to the concerns raised [by] the forest engineer Goulet. "The CPTAQ" notes that there is a poorly documented risk of the impact of the project on the water table [according to] the hydrogeological report by Perrier Experts-Conseils, (...) [and] additional expertise would be necessary ".
The CPTAQ reminds CCB that the second opinions requested by the municipality may be necessary, otherwise the courts may be called upon to decide this question. This is an important caveat that CCB should heed. Canada Carbon should have made this request for exploration as early as 2013, which they failed to do. We are back to square one.
