For an individual with experience in the mining sector, your evaluation seems very naive and your timelines more than unrealistic IMO. The municipality does not want this mine. A quick read of the decision demonstrates there will be a court case for every tree you want to cut down and the water study will have to be completed to the satisfaction of the GSLR council or that will be another court case. Once completed those steps- CCB will have to fight against current GSLR resolutions against mining and extraction.
IMO this will take years- if ever- and the decision was anything but a "win".
Good luck, but I think the CCB stock price sinks much lower before it can prove it's a go.
