Not really. To grant an EUA, there can be no alternative therapies available.

In fact there are alternatives, but then PFE's mRNA Frankenstein medicine would have had to undergone full approval process if those therapies were officially recognized. And PFE's contract specifically forbids the state from allowing alternative therapies for the duration of the contract.
