I'll give you one word - Huawei.

The Intel deal was approved in 2015. 2021 is a different chip dynamic entirely. Look at China's torpedo of Qualcomm's bid for NXPI in 2018, as a more modern guide, and that was before the U.S. destroyed Huawei and prevented China from buying EUV machines. Don't feel singled out, because China will nix NVDA for ARM, also, if that deal gets that far.
