if 'it' is a bio-weapon, is it one w/ high efficacy? and is the efficacy due to the weapon's own characteristics or because of the reaction-functions of politicians in various domains?

seems to me, as a weapon covid is a fizzer

but depending on who actually launched it, its success or lack there of due to politicians acting irrationally
