In the transition from Republic to Empire, for several generations the Romans observed the outward formalities of the Republic, while the actual exercise of power became steadily more autocratic. Only when the process was complete, did they formally become an Empire. In the U. S., I see the same process. Power flows from individuals to government, from States to Federal. The legislature does not function, so the President rules by decree (executive orders). The President is above the law, and cannot be indicted or even investigated while in office.

Another similarity: In the Roman Republic, every man was a part-time soldier. The electorate and the army were the same people. In the Empire, the army was professional mercenaries, often foreigners, who had little in common with the citizenry. ‘Private Security Contractor” is the modern euphemism for mercenary. We used a lot of them in Iraq and Afghanistan.
