The problem is lack of principles. I don't mean this just as moral principles. I mean it as long-term guiding rules that provide continuity from one administration to the next. You cannot build relationships and run the world on the US election cycle. Furthermore, this short term focus often puts the US in bed with the scum of the earth. The world we live in is very dynamic and changes. But the scum we get in bed with don't. So not only their stench sticks to us, eventually we end up having to fight our "allies". I'd like to see the US conducting its foreign policy such that at the very least it does not put us in bed with people who are incompatible with the founding principles of America.
