I think people give far too little credit for the man behind the curtain during the Reagan and Bush years, James Baker. He was the architect of much of the US policy during the 80's and early 90's.

He didn't like the limelight, but he sure liked wielding power. He even helped turn the tide in the Florida recount in 2000 that helped GWB win.
