Rarely do they overlap. The other side of the argument is that one of these elements is always close to the next election cycle so we never get a break from politics. Depending you how you feel that might be good since you can't escape elections. Maybe if people had to think about them all the time they would realize they need to focus better on issues. I think it's more likely to make things even worse, more polarized.
