Could it be insiders, like the CEO or CFO? The letter from the SEC reads like a lawyer who asked for the registration knew it was not possible, but tried anyway, like they were ordered by someone who would not take no for an answer. That sounds like a narcissistic CEO telling someone to do it anyway.
