I am confused. The SEC filing in last December says that they are registering to sell 305 million shares. The sharesoutstanding site says that they now have 305 million shares outstanding (which matches the December filing) but that somehow they had fewer outstanding shares in previous months.

(1) Now that the two number match, doesn't it mean that the number of outstanding shares cannot increase anymore unless they file for secondary offering?

(2) Why was the number lower earlier on? And why do you think it is a bad thing that they staggered their market entry instead of dumping all the share on the market at the start?
