The mere fact that Shandong (sp) masks were approved by HC does not indicate a valid comparator to ZEN and its approval path.
Apparently one of the reasons why the Chinese mask was approved was because it was Biomass Graphene. Which is rather amusing because Biomass Graphene according to Zenners was "garbage graphene". So what was thought to be an issue with the Biomass Graphene masks turned out to be its advantage.
The advantage of Biomass Graphene is it is created from Burning off wheat or other plant life. The problem with Graphite/graphene created from mining it, is the metal composition within the Graphene.

Shandong was approved because its product is not derived from a metal based/metal contaminated Graphene. Nanoparticles of Metals are the thing FDA and HC appear to be concerned with. So the "Garbage Graphene" has zero to minimal metals, which turned out to be its benefit, which is amusing.

So my bet is one of two things occurs here. More info requested by HC or HC procrastinates in hopes FDA orders up more studies. This may come down to a Human Trial to ensure no issues, but one thing I am comfortable with is the 9-12 months before approval, and, we are in month 5-6 at the moment.

Biomass graphene which the ZEN boards called garbage may very well become "the standard of acceptable metal particle graphene" allowed to be breathed in, when using a mask. If that is the case ZEN could be in an uphill battle here.

I have no position in ZEN at the moment.
