America had one job and one job only in Korea, which is to stop communist aggression. The puppet regimes that America set up were specifically created for that goal. Nation-building was but an afterthought.
It took the actions of one president, Park Chung-Hee, in order to finally bring Korea into the industrial age. That was in the 1970's.
Even after that, though, the poor guy was assassinated in a coup d'etat by Chun Doo Hwan. And America supported Chun because, you know, the Cold War was still a thing, and stability mattered more than democracy.
Only in the late 80's and early 90's did Korea finally emerge as a true democracy, thanks to grassroots support. Now Korea is in a position where, if America withdrew completely from the Korean Peninsula (which I would endorse), they can easily hold their own.
In short, there is no comparison between Afghanistan and Korea. That's just a fantasy from an anti-Trump Hillaryhawk.
